If Hello World doesn’t work, nothing else will. Try downloading a well-known and simple plugin from the central plugin list if you’re still not convinced.

I finally found and solved the problem. A plugin which I had installed previously was somehow affecting all plugins which were installed after it (presumably due to some syntax or logic error? – to be determined). By removing the offending plugin, the other plugins were able to work properly.
