How to make EXTENSIONS tab in the admin panel is always displayed.

do you mean always visible as an option. If so i believe it is displayed and visible by default.

It will always appear if you have any admin-side plugins installed and activated that use that panel, except when viewing the Plugins panel. No plugins run on the admin side when on the Plugins panel to help you manage plugins that may have misbehaved.
