4.5 - activate plugins?
In previous versions there was an Activate Y/N link. Now I see an activate column with only a direction arrow. Could it be the plugin itself? I am trying to use the Blue Skies template which relies on mem_template to automate the installation.

Unless you’ve hacked TXP especially for that cause, there’s no plugin influencing the plugin panel. TXP deactivates all plugin activity for that panel. But the backend’s markup has changed, and so Blue Skies’ CSS is outdated a little, apparently.
Do you have a tool like Firebug or the Web Developer Toolbox in order to better understand the style rules that influence the layout there that drastically?

Clear your browser cache. You probably use a stale version of /textpattern/textpattern.js
.
Once the current resource is loaded the Yes/No links will appear.
