IE8 Display Problem

I moved to a VPS server with my version 4.0.6 which has MySQL PHP version 5 now and the previous cheap hosting provider was still running PHP 4 when I moved the site.

Everything appears to work perfect EXCEPT for,

When I am IE8, the template doesn’t display correctly. It’s all there but the outside border color goes in and out.

Is there anything in the css, or anywhere in the code that I have to change or add to be compatible with PHP 5, or in IE8?

The border is blinking?!?

Maybe this thing will find something IE8 don’t like which you could change or remove. I don’t think PHP1, 2, 3, 4 or 5 cares about your css stylesheet.
