It doesn’t seem a great results to me :(
I mean: the list seem an ordered one from the most popular to the less known… not more than this.
A site like WeLoveTextpattern is a far better spot for TXP.

1. Wordpress gets security hacks like mad.
2. Drupal is a pain in the butt
3. Joomla is just confusing
4. ExpressionEngine as nice as it is, costs
5. TXP is like all the above, only more powerful and easier to handle. The only thing missing from TXP to make it number 1 on that list in my opinion is: 1. email a story to a post similar to WP 2. an admin interface with customizable/selectable skins 3. easier user handling out of the box

But with the following plug-ins, TXP is stronger, faster, easier and more even customizable and more importantly -secure (as of yet).

Add these to a list of must have plug-ins:
1. hak_tinymce = html tagging and image handling
2. wow_gallery = gallery creation
3. upm_savenew = save article as a new one
4. boy_privs = limit privileges
5. bit_rss = add feeds to your content
6. glx_admin_ping = feed article to services
7. rvm_privileged = if logged in add edit article link to page
8. rss_admin_db_manager = backup or restore the database
9. tru_tags = add tags to articles
10. Postmaster = email articles
11. pvc_users_info = Adds a profile for each author
12. mem_self_register + mem_form = User self registration
13. rah_metas = Outputs simple metas and prevents double content

I absolutely agree! :)
Unfortunately a newbie, reading the article you mentioned (as well as many other with the same or even worst result for TXP) will download WP, Drupal or, at least, Joomla.

All lists take the form of either personal preferences or what they’ve actually tried.

If the list were Operating Systems:

1. Wordpress – Windows
2. Drupal – AIX
3. Joomla – Solaris
4. ExpressionEngine – Mac OS X
5. Textpattern – Debian GNU/LInux

TXP it reminds me more Amiga OS: lighweight and powerful ;)

Wordpress was a fork of b2Evolution, which was a blog engine. Textpattern was written from the start to be a CMS. But any software that lets you manage content can be considered a CMS, though something like Typo3 is more like an enterprise CMS.

Here’s a really good writeup on Enterprise Content Management.

ECM’s are geared more for intranets, corporate internal networks. As you look through the feature set, you can see that Textpattern is more of a writer’s tool, with some degree of work flow via draft/live and the capability to have multi-authors with different access rights. The content is created on the fly so to speak, where enterprises need to manage all kinds of content and put it up for viewing.
