Allowing TextPattern to send emails.

Hello,
I just posted a related question about not being able to reset password because my email is not working but i need to get to the root of the problem.

I had a “not able to relay” error message before I tried configuring php.ini and sendmail.ini to use google’s pop3 settings. No error message now, but No mail is sent out.

My ISP blocks smtp port 25.

Not an expert, but I understand that xampp lite does not include the mail server (Mercury). You could try with the full version of xampp.
