Create an "upload center"

Here’s what I’m being asked to create:

“So the idea is that users would be able to get a user id and pw for the site. They can then upload material, videos, articles to the site which the staff would then review prior to posting.

“Once users upload materials, they would get an automated response telling them their submission has been received. Once approved for posting they would get another notice telling them their material has been approved for posting and same if it were to be denied.”

Can it be done with Textpattern?

I’ve done something similar (but just for articles) using mem_self_register and mem_moderation.
It takes some digging to figure out – but those 2 plugins are a good place to start.
