Output section link containing an anchor

Is there a tidy method of producing a link to a section containing a page anchor?

For example to output: http://www.example.com/mysection#middleofpage

I can create a link manually but I was hoping for something along the lines of:

<txp:section link="1" name="mysection" anchor="middleofpage" />

which would follow the “Permanent link mode” setting in Preferences.
