How to setup a basic blog?

I’ve not setup a proper blog before and could do with some help please.

• I want a section called blog which lists article excerpts with links the the full article.
• On the blog section page I’d like a category list; when a category is clicked I need a list of article excerpts from that category displayed, each linking to the full article.

It’s embarrassing I can’t figure it out :(
