Add an expires header?
Is admin/preferences/advanced Send “Last-Modified” header the same as adding an expires header as talked about at http://developer.yahoo.com/performance/rules.html#expires

No, they serve a different purpose.
Expires is nice if you know exactly how long a particular URI will not change, but in many cases you do not know, so you cannot reliably set an Expires header.
