Minor backend CSS issues

1. I think code should use a font-size of 100%, instead of 1.1em. For example, in <h2><code><txp:foobar/></code>: Does stuff</h2>, <txp:foobar/> is way too large in contrast to the adjacent text.
2. table needs vertical margins, at least for plugin help. I know I could use HTML help instead of Textile for my plugins, but I don’t have any practical need for it – it’s just the table margins.
