[textile] 4.0.6: Double quote in title is not 'textiled' = validation error

Using a double quote " in an article title.

Bug:
It stays as ".

Result is a huge validation problem: Unchanged double quotes in article title don’t validate if title is used as href attribute title=”“ or in meta description or (etc). Error “XML Parsing Error: attributes construct error”

Example

<a href="..." title="Permanent link ... "double quotes in title"">anchor text</a>

Expected:
Typographic correct double quotes like in:

An &#8220;example&#8221;.

this can not be right as the quotes do get converted to their entities. Currently in our site neme.org/main/ "new media" is converted to &#34;New Media&#34;

I am stunned. You are right.

I swear that I had the issue this afternoon (and that I edited a couple of articles for that reason).

Validation OK: Checking a category list page
Validation OK: Checking a tag list page

Sorry for the alarm (but still stunned).
