extensions is restrict area dont know why

hi,
i just did a fresh install of 4.06 ive been using 4.05 untill now.

after installing rss_db_admin i wasnt able to view the extension.
i get a restricted area message.
Im signed in as the original set up user.
Any ideas why im getting this.
