files dir permissions not recognized

My files dir is not writeable, so it says:

Warning: cannot write to file directory files. Please change file permissions to 777.

It’s set at 777, as is the images dir, so it is writeable.

I am not sure where to begin in troubleshooting. I’ve just undergone a server move and an upgrade to 4.0.6. I imported a sql file from the old server running 4.0.x directly into the new database with a fresh 4.0.6 TXP installation. I’ve been successful with this same move for about 10 other sites. But two of my sites have this same problem with the files directory.

Any suggestions as to what can cause this or where to begin looking?

Who owns the files directory?
Where is the files directory located (and where the images directory)?
Can you upload/create new images?

The files directory is owned by the root user.
The files directory is located in the same directory as /textpattern and /images
I can upload/create new images.

Who owns the images directory?

Root owns the images dir also. All files in my installation are owned by root.
