new site im going to develop, can i do it with textpattern?

Im going to develop a multi user blog (3 kinds of blogs that the user can choose from, then different templates.
The site will also have a wiki with different categories etc and a news site where the user can submitt news etc.
there should be a competition where you can vote on users etc
Everything is moderated with admin, super moderator and moderators.
this is just a quick sumary of what i need so not in detail

I asked on scriptlance and someone there told me the site would cost 5k to code is this possible with textpattern. I can send all details in a mail (everything i need) but would prefer if it was an admin or coder of this cms, (so not everyone knows about my project)
