How do I make something like this...?

Just wanted to know how i would go about making something like this – especially the ‘from the community’ section on the right. The left seems like regular blog entry, but how would i grant permission for anybody to publish as in other half?

well the bottom just looks like a comment entry form with your typical “name, email, url, message” text inputs/areas. so yes, looks to be that easy.
