Describe an apostrophe as a word separator in URL transliterations?

In English, ‘ is part of a word. In French it’s not, on the contrary it’s even a word separator (same as space for example).

Which means that if in English having “isn’t” transformed into the URL-valid string “isnt” is a good thing, the same mechanism is very much not in French (and possibly other languages).

I’ve tried adding the apostrophe (both the real one and the straight single quote) in the i18n-ascii.txt transliteration file under [fr-fr], but it doesn’t work.

Anyone got an idea?
