Create Links Page with Categories

I have a client that wants a links page. I’d like her to be able to create a new category and have those links show up on the links page automatically rather than having to edit the page template to add in the new category.

So, I’d like a template to loop through all of the link categories and if it has at least one link, then print out the category as a heading and the links that belong to the category. For categories with heavy loads (haven’t thought about a cutoff) I’d like to have the X (maybe 5 or 10?) most recent and a link to a page with the full list.

I’m sorry if this has been covered before. I searched and Googled, but I didn’t find anything on this.
