Browse Button on Plug-in Page Not Showing

I wanted to add an event calendar Plug-in, but unfortunately, the browse button which usually is on the plug-in page is not showing up. Does anybody know why this would happen?

If this helps: I am running PHP on XAMPP for Windows (An Apache/PHP/MySQL package for Windows). Is there something I need to do in the Apache or PHP settings?

i think cmpauley is referring to the old way of installing a plugin by uploading its text file (which i much preferred by the way)

cmpauley, what you need to do is open the plugin file, copy the contents, and then paste them into the field in your plugin page.
