Comments:Submit and Preview

How do I display both Submit and Preview on the comment form when the user is first entering the comment (i.e., the post form for this forum)? I have looked around the wiki and can’t find any clues.

You can’t for anti-spam measures. FAQ. Most spam bots can’t preview and submit, which is a good thing.
