Corrupted text/data

I have a feeling this may not be Txp related, but I’m really not sure. I run two sites using Txp. One works fine, the other has problems with random characters corrupting submissions via Txp web forms. I can’t install plug-ins because the data is corrupted. Similarly, uploaded images are corrupted as well. If I upload text, I often get weird ‘%’ characters added to the text.

I tried to ‘scp’ files and that seems to work perfectly. If its not Txp, does anyone know what else could be causing this?
