Is diag showing correct r

I just installed 1301 but diag shows: Textpattern version: 4.0.3 (r1299)

Yes, diagnostics is showing the correct values. You are expecting to see something that it doesn’t (and cannot) show. Reading up on how svn works should clear up any confusion.

Or to quote myself from an email to the txp-dev list last week:

Yes, given how subversion works and the nature of my checkins this is
exactly what is expected. Revision numbers are always unique for the
whole repository, checkin 1289 went into /4.0/ and 1290 went into
/crockery/. The Revision (of the repository) is therefore 1290. All
the files in /4.0/ however have been unchanged since 1289. And
Txp-Diagnostics relies on subversion’s special properties (keywords)
replacement during checkut to find out when each (relevant) file was
last modified. Therefore diagnostics only displays the revision of the
most recently modified file, which when we are pedantic, is different
than the revision of the repository when the checkout happened. For
all practical purposes we can ignore that difference though. You can
find out all of this (and a lot better explained, too!) in the
excellent subversion manual which is available freely online at:

Look for “Properties”, “Revisions” and “Branches” for example.
