User Account Roles and Privileges

I know it’s possible to manually adjust roles and privileges in the admin_config.php but is it also possible to distinguish between ‘read’ and ‘change’ permissability?

For example: I would like to give someone a role which enable him / her to read everything under the presentation tab but not change it.
