Probe UA Encoding settings

I was wonering , if anybody knows, if there is a reliable way to probe the language settings of User Agents, browsers,
in a simular way that ako_if_browser does for browser versions, or any other methods, that you might have heard of?

Would it require even a plugin ?
May be a cookie could be used to achieve this ?
What about http content headers ?

I would like to display a message, with conditionals in case eg. the browsers encoding is not set to UTF-8.

Any Ideas would be highly considered as helpfull.
