Create a drop down list restricted to specific category?

I have a parent category called ‘Countries’ of which child categories are countries i.e. England, Scotland, Wales, France etc

I want to output a dropdown list (or popup) just for the Category called ‘Countries’ and all its associated sub-categories. But when I try to generate a tag for this under Site Navigation > Popup list it creates a drop down for all categories (it doesn’t even make any visual statement as to what is a sub-category)

Is there a plugin? Or is there a hack?
