If no comments, there is no comment link

I recently updated to 4.0.3 but I’ve come across one small problem. If there are no comments on any given article, the link to post a comment doesn’t show up. On articles with already existing comments, the link shows up normally and with a count. It’s inconvenient, since no one can post comments on new entries.

Is there a fix for this?

Make sure you’re not confusing <txp:if_comments> with <txp:if_comments_allowed>. Both are described in TextBook.
