OK. this is an install on a windows server. In the diagnostics panel, I am getting path_to_site is inaccessible but don’t know what this means or what I have to do. Permissions for everything are enabled (IIS and File)
You might not have to do anything. Are there any symptoms besides the diagnostic warning?
If you don’t have Mod_Rewrite (this is Windows not apache, I guess) what should the .htaccess file have in it?
As the FAQ says, if it’s causing an error then remove it or move it out of the way.
what would the upload_tmp_dir be? Do I have to reset this?
It depends on your system. Textpattern tries to find a safe location. Again, leave it be unless something is broken.
Where are the directions for all of these things for someone installing textpattern to a shared hosting account on windows?
There are none, because Windows users don’t respond to our requests for help. There’s some general info about diagnostic messages here.
