Sounds like a file is missing, outdated or corrupted. Try replacing publish.php with a fresh copy.

The only thing I can think of is there was a sudden increase in traffic to this site
Yes, looks like a major error during startup. The error display function is failing. I’d guess it’s a database failure or config.php problem.
