How do I output the actual url of files for downloading?

Due to the problem described here I’m looking for a way to automatically produce the real location of files attached to an article for downloading.

Anyone know how to do it?

anyone? i think mem_file used to do this but it’s discontinued…

I explained how to do this for my plugin, but it works the same for the built-in tags.
