Sure, in its current incarnation that palette has been there since OS X 10.7, but is much older (at least since 10.2). Did you know that you can expand/collapse it? Click on the little icon at the top right (looks like a window). Expanded: floating palette. Collapsed: pop-over anchored at the current insertion point.
