Very elegant. I think this would be the way to do it. Unfortunately (and mysteriously), this results in an empty page at /latest. I’ll have to play around with it some more to troubleshoot.

oops, Instead of <txp:article limit="1" listform="excerpt" /> try <txp:article limit="1" form="excerpt" />, also your page has to have a php extension or htaccess rule to parse it with php.
