Well some plugins do depend on the image tab, but most of them only on the single image page. In example those article image plugins frame individual pages. But, if list_multiedit_form is change to work with images tab, then it wouldn’t even need so much changes. Only that the function takes also table attribute / changes columns depending on the event. Also it requires little customizing of the js that is used to insert the dropdown/field.
