Oh, yeah that is true :) I forget that Textile uses arrows (< and >) for aligment, and also breaks link from specialchar. Darn, that textile. That’s why I almost always use XHTML instead (expect blockcodes etc that are handy)
So, <a href="<txp:site_url />">Hello</a> would work :P Also permlink, section and category tags could be easily used as container tag, in example: <txp:permlink id="1">Hello</txp:permlink>.
