I’m also wondering why the ‘file_download_format_info’ function exists…
Backwards compatibility (for plugins) would be my guess.
…it can be changed (or removed, really)…
To re-state: we tend to avoid removing complete functions. Change it? Sure. Remove it? Please don’t. Do that in crockery.

Interesting — it seems that strtotime() behaves inconsistently across different platforms. Ok, we’ll have to allow for that.
