Ampersands are not encoded in custom fields

Ampersands are not encoded in their html entities in custom fields.
Example:
enter a url with an ampersand ie http://example.com?something&something
replace the & with & or &
save
make a change in the article and save again

The html entity disappears causing the page not to validate..

I use “convert linebreaks” with 4.03/sv1148

so does this happen in my installation only or do other people experience it too?
