It’s supposed to help you serve different css for each browser.
At the moment the way we do it is to have one (or more) css with all the hacks for cross browser compatibility. This means that the whole of the stylesheet is downloaded every time someone visits. What the php script does is that it recognises the browser and serves it only the css which is for that browser. I expect that with the new safari and its webkit specific css (example) together with the moz
specific rules, a script like the above would help in supplying browser specific experiences without bloating the css code.
There demo versus the original css is very impressive.
