r1988: Textile tag builder for file downloads uses old style URLs
r1988 introduces a new URL building scheme for /file_download/ links.
However, this method is not used in Txp’s own tag builder at the “files” page when Textile links are built: They are still built without a trailing filename (e.g. http://example.com/file_download/42).
