sections pane - can't edit sections

Click on the name of a section in the list to edit the section. I’d expect to load an edit pane. Instead I get a naughty message:

I’m sorry. I’m afraid I can’t do that. I think section section_edit is no safe operation at this time.

It worked at r3822/3 but at current r3830 it fails.
